If a political party that is in government wants to be in touch with the voters, it is essential that they encourage upward communication from its public servants who are in close touch with the public they serve (the voters).. This bottoms-up approach can result in constructive policy-decisions and harmony in administration. Firstly, I must admit that my knowledge on environment science is minuscule, so I argue on common logic. I am not saying in any way that Devani’s stand is wrong. But we have to consider environment more holistically rather than fragmented; in other words, we need a macro-approach than a micro-approach, Devani's focus on environment and dedication to her area of specialization (forestry?) is admirable. But her only performance criteria being hectares for forestry has to be given a second thought considering the forest-land to dwelling-land dichotomy. Singapore has minimal tress but still there is enough oxygen for 5 million people. The following points might explain their achievements. The acreage of forests is not a sustainable target in an already overpopulated island-country. We cannot keep on increasing forests as the population increases because the increase in population needs more dwelling land (decrease in forests) while increasing the demand for oxygen. We can have lesser hectares of forest generating more oxygen if we grow more of oxygen-generating tress. For instance, it is said that the "Bo" tree has the highest oxygen-generating capacity. Lord Buddha needed more oxygen for his brain in search of wisdom than food and that is why he chose to meditate under a "Bo" tree. Instead of considering the hectares of forests as the performance target, the amount of oxygen generated per tree, pollution minimization, clean-energy (hydro, solar, wind) targets are more effective and sustainable. Fuel prices should aim at encouraging private cars to be where they belong (car ports and driveways) and not parked in traffic congestions. Herein, Gota’s vision on freeway networks is laudable. We need to reduce the number of cars and expand public transport. In our small island, most of the oxygen-needs come over the Indian Ocean. Likewise, precious oxygen generated by the Negombo forest will be lost to the ocean, particularly when the wind blows towards the ocean. Therefore, forest-generated oxygen is more needed in the interior of the country but Negombo is by the ocean. Children in rich countries grow healthier (partially performing the function of oxygen)), are kept away from addiction to smart-phones; develop inter-personal and inter-ethnic harmony, because of the greater proportion of play-grounds. Marshy land in Negombo poses other environmental threats, such as, mosquito. A sustainable strategy is to reduce pollution considering that man-made pollution in the country is extremely high... We need clean energy targets, such as, wind-generated or solar-generated for which Sri Lanka is ideally located. My conclusion from the points above is that Devani should be immediately moved into a more expanded tole beyond forestry. She has proven that she has what it takes to move officials beyond her purview (even ministers) in order to achieve a coordinated outcome on environment.
