I think this line may depend on the ending you choose. “I can't let what happened in Arcadia Bay happen here, too” - something actually happened in Arcadia Bay. Rachel and Chloe both died. Max is trying to prevent the same thing from happening to Safi. “I can't let what happened in Arcadia Bay happen here, too.” - Arcadia Bay was destroyed and she's going to try to use her powers so it doesn't affect the new city. So I think it fits both endings and the only thing I hope is that it doesn't mean she regrets her decision. Especially in Bae. If D9 make Max regret saving Chloe I just can't stand it and that's clearly no respect for Bae
I think we might be reading too much into this. Max probably also told Mosses everything that happened as a result of her powers which would include the tornado, regardless of the ending. She probably just means she can't repeat the same mistake she did the first time.
