Man, encountering shiny Pokemon in safari zones has to be the most emotionally and mentally exhausting thing ever what with the safari catching mechanics and all.
I had that experience with a shiny Kangaskhan in that same Great Marsh. Was just trying to catch a normal Kangaskhan for Dex entry. After a few failed attempts, I encountered a shiny one. Result was no different 😢

Much later I found and caught a Seagull thingy. It's tiny little blue strip, in shiny form, was a tiny bluish green strip. It almost looked identical to the non-shiny version.

I have recently started using a turbo controller and completed violet and its DLCs in about a week before going back to the laborious task. I also think I saw or at least hallucinated a shiny piplup that I accidentally reset on, and have had at least two confirmed shiny starly from what I remember / recorded, I am dying.

How the hell did Pekora fail a critical capture?
Crit captures can be as low as like 60% to capture. All depends on a bunch of factors
Crit Captures aren't guaranteed, just removes some of the RNG for ball shakes.
Not to mention Ditto copies the target's catch rate as well. So Pekora had just 6 turns to catch a pseudo legendary.
