My read on the abilities costing HP isn't a rich get richer thing, it's a "these bodies are disposable to me" thing. Dump all Alex's blood into shotgun shells. Low on HP? Find a body that isn't. Does that playstyle actually work...? Depends on the character.
What I don't understand is SGF clearly knows you can hit Y after changing possessions to do a strong homing attack on the enemy because he does it a bunch in the fight against the shady man and woman and the prompt shows up constantly but he only uses it sometimes and almost never during chases
Kinda spoilers ahead, maybe? You never get to see the white suit slitterhead's human form. The only human form he gets to use is when he takes over the nurse girl's body.
