Looks like leather dust. Native Americans used sawdust. Some jewelers in the 1960's used cut up LPs! I've read it is to level and cushion the stone, but I've repaired jewelry where the material has disintegrated and the stone has sunk. If I have to raise a stone, I just put a disc of sterling under it. Easier than trimming a bezel.
