The fact that they made the navy loyal is the most outrageously unhistoric part of this mod. The marines and navy were the ones that started the revolts against the Kaiser, wich is the reason why the hitler for example hated them for a long time.
To be fair, the revolts started because some higher ranked officers and commanders wanted to do a suicide run with the entire navy against the British Navy and exploded beyond that afterwards.

Actually the fleet opposed the Kaiser first so this is a little bit funny
This mod looks fun, I might have to try it later. Makes me think of my favorite path in HOI4 Vanilla, I love to restore the Kaiser and reform the central powers. The democratic path as Germany is kinda fun too. Another really fun path is monarchist Poland, you can elect Pavel (I think that's his name) as king, become a German puppet, massively expand into Russia, and restore the Cossack Republics. That has to be my Favorite path in HOI4 if I am being honest.
