For example. When you start civil war for fascists in Estonia you can lose general Andres Larka that was leader of the Vaps movement(faschist party in hoi4) instead of him you get Johan Laidoner general that supported Konstantin Päts.
However, it's not hurt so much as not having chief of army for communist Norway)
