Most of the foreigners in Genshin only sort of miss their homeland. Thoma seems... genuinely depressed about his conundrum. He would feel sad no matter which place he lived in, but he also can't just constantly go back and forth between the two places (like repeating vacations that last for half a year) because 1: That would be expensive 2: That would be impractical because Inazuma So he's stuck just choosing one over the other. Really sad.
