In Byrd's time - and for centuries afterwards - women were not allowed to sing during the service. But apart from this, women altos have a darker timbre, whereas the tenor has a lighter timbre, although is deeper. So unless you have baritones singing the tenor line, it is better to have falsettist on the top line in my opinion.
