The challenge is to play as Germany and form the Holy Roman Empire. This is often a problem, because it relies on a random event with only 30% chace of success, but you can also go around it, if you try hard enough. We will need to take Switzerland, France, Czechoslovakia, Austria, Yugoslavia, Italy, France, Luxembourg, Belgium and The Netherlands, as well as get Victoria 3 to rule our country.

"Third Reich" is in reference to the HRE being the first and the German Empire being the second.
So to do this you went from the Third Reich, to the Second, to the First.

i know right? just started playing alot of the tips i'm seeing are pretty hacky and seem to kind of make the game less fun to me. but i am having some difficulty playing how i feel it should be played.

The "sharpen air safety rules" decision gaurantees the Hindenberg's survival, at the cost of air production. You can do the decision when the non aligned faction takes over. The air production loss sucks, but you are gauranteed to get the necessary event chain.

Victoria I is correct, till there was no other Victoria with the same titles before her. For example take King James VI of Scotland and he was at the same time King James I of England and Ireland.
I guess it was a play of words as the german victoria has the same name as the queen victoria which the victoria games are named after. Since paradox not releasing victoria III is a meme I guess thats what he was going for

So I ran into what I can only assume is a bug - the Dutch refused to return the Kaiser, i went to war, freed him and the game said he was recrowned. Only... he's not the leader, his son Wilhelm III is. So the achievement won't work. What a wonderful combination of RNG and bug... Restarting is my only option it seems, and hoping it works this time!
Tbh for such a RNG depending thing like forming the HRE it is totally legit to savescum in my opinion.
i dont think savescumming really works for it. i think that the event is determined when you start the game

There is mod to choose Victoria as the Kaiserin, even if the Hindenburg has blowed up. I used it in my game because the RNG is very annoying

Taureor, you have the highest chance of Austria joining you if you have 1. a good relationship with them and 2. did the focus reintegrating the railroads. The Czech have the highest chance of joining you fully if they have a high threat, so either do the focus protect the Czechs if the Germans demand Sudetenland or right after (not sure tbh, have to test).
If they are in a faction or are democratic/fascist the succesfull chance drops dramatically.
Hey Taureor, here is little trick about faction with Austria and others if you decide to play German Empire again.
First you get Austria, since other 2 allready loves you, they will join anyway. Also if you go Central Powers route, there is fun way to get austria-hungary as puppet: Get Austria in your faction and annex them before completing that focus gives decision to Chezchslovkia and Hungary to recreate empire. Then wait them to have enough non-alligned support(50%, i guess). After this, release Austria as puppet and you have big and nice puppet.
I had them re-form Austro-Hungary and then invited to faction, the Austrian referendum came after that, got all that juicy land for free.

The reason Victoria would have been Empress Victoria I and not Victoria III is becauss Queen Victoria did not reign in Germany and her grandmother Empress Victoria was only Empress-consort. Only actual rulers of the crown are counted. Emperor Franz II. of the HRE was Emperor Franz I. of Austria as an example

I was trying to do what you did and restore the HRE, I was st war with Yugoslavia waiting for 1939 to come and Italy declares war on Yugoslavia and it made me peace out with Yugoslavia since they annexed it... but I got the Hindenburg incident event instead and was still able to do this I was so happy that paradox didn’t rape me this time

How did it take me this long to learn of the Spiffing Brit connection? I'm sure it has been a very fruitful coalition. It's that fine line like tax evasion and tax avoidance. One is legal but questionable, the other very illegal but gives a huge boost. And just a fine line separates the two.
Danzig for an alliance was exactly the deal Germany gave Poland IRL, but the polish refused prefering to stay part of the Allies.

I'm glad they made it easier to get Victoria in later DLCs by adding in a decision to tighten regulations on the Hindenburg and whatnot. Having to hope for random events to go your way every time you want to play Victoria seems a bit too annoying. On the other hand, Senor Hilter is still an easter egg...maybe it's for the best. It's pretty silly. Addendum: It looks like they've shifted the guarantees around now so that Romania is the weak point instead of Yugoslavia. I just went ahead and conquered them too but it does change a step or two in the strategy. Of course, I had a bunch of countries set to go Monarchist so that may or may not have had anything to do with it.
Where can you tighten the regulations? I have all the Dlcs and im didnt saw a decision.

Hahaha, Switzerland would be so pissed if that happened. They gained independence from the HRE by beating the Habsburg nobles in battles all those years ago. And now, some dude with a glorious mustache and awesome hat, just reintegrates them into the HRE. Although I wouldn't complain too much for having Victoria Louise von Hohenzollern be my empress. At least she isn't a Habsburg and is fairly easy on the eyes ;)

Austria's reason for wanting an alliance earlier was because they were scared of you, that only sways them if you create a faction with them instead of inviting. You should have created a faction with Austria because Hungary and Romania would've accepted an invitation regardless.
That's how I interpret it anyway, maybe there's another reason.

Can you do a "Sunrise invasion" achievement challenge? You have to invade Mexico as Japan, and then all of Europe before 1945 for this one, which seems super hard. Also, I've found out you can actually form Arabia in this game, which also seems rather difficult.
Fun fact if you reform the central powers and reform Austria-Hungary they still get the event for annexation which was awesome when I got it and got about an extra 100 factories (its Austria, Hungary, and Czechoslovakia combining into a super nation) and an extra 100 divisions
man the guns dlc changed everything about this guide. please make an updated version of this challenge because you explain well. for instance british invaded netherlands and puppeted them(i never seen that before) in 1938. even though i dismantled all my units netherlands returned wilhelm 2 to me and my campaign went waste. also civil war cheese tactic is no more. i lost half a million men in the civil war omg :D

Hey Taureor, I have a challenge I would love to see done by you: As Brazil, annex the Iberian countries (Spain and Portugal), all fellow former colonies of Spain and Portugal (or at least all of South America). Extra bit: And any other former colonists of America, Great Britain, France, The Netherlands. I believe this would be more fun in Road To 56, but I understand that you usually play Vanilla. After you do Oppose Hitler, theres a decision you can take called “sharpen air safety regulations” that forces the Hindenburg to survive, in exchange for a 25% increase in air production cost, until basically very late game

Advice for random event problems: save the game a few in-game days before the event (if you can), and then reload the file until you get the desired outcome :)
Also if you’re having the Hindenburg disaster then I think you can subvert the event by passing the political decision of “Tighter Air Regulations” on the decisions tab because whenever I did that before the Hindenburg it didn’t explode.

Hello! I came from your Portugal challenge video, and I have a new challenge idea.
What about starting as any of the former portuguese colonies and conquer Portugal, along with all of said colonies (plus all of Africa and Europe, if you want to)? There are some rules to it, though:
- You must attack and conquer Portugal first;
- Your ideology must NOT be fascist;
- Being an ally of other colonies is allowed, but you'll have to conquer them eventually;
- No puppet nations, unless they're outside of Portugal's former sphere of influence;
- If you start as an african country, you can ally with the Soviet Union as soon as possible if you want to;
- Bonus points for taking out our allies (Great Britain) and for making as many countries as possible consider us to be imperialistic assholes (diplomacy-wise).

If you don't go to war with the Czechs then do demand Sudetenland by doing the both focus trees glitch then France creates the entente with Czechoslovakia (you have to be in the allies) so then you don't have to fight the Soviets

Thats actually easy but time consuming, most veteran HOI 4 players already have done it.
The reason it is Kairerin Victoria 1st is that she is the first Kaiserin named Victoria in Germany.
As any country of your choosing, defeat as much of the world as possible by depleting all of their manpower without annexing a single state or puppeting anyone. As population grows in the game, what counts for the manpower being depleted is kinda loose. Up to you i guess.

An excellent instructional for 2018. However, I have found updates by Paradox make this procedure unworkable. I have experimented with various techniques based on your example, Taureor. My goal was to remain non-aligned, to recreate the Holy Roman Empire, and to achieve peace.
I found that under the current updates, one can effectively justify war early against at most two nations. One has to be Czechoslovakia as later on one cannot attack it as an unaligned nation at all because it "has not added to world tension." The other I choose is Belgium. It's easier to defeat than Switzerland, and later, it's easy to defeat France from a base in Belgium. Most of France's victory point cities are readily accessible through Belgium.
So. I delay conquering the Third Reich so that Belgium, and later Czechoslovakia, join the Axis. As there's only one province to attack through to defeat Belgium, one has to defeat them in the same way Taureor does Switzerland. Then I build forts and set up an defensive line for when I declare war on Czechoslovakia. I find choosing the national focus "West Wall" essential for this. It takes a while for me to go from defending against both France and Czechoslovakia to attacking, but eventually, I can storm in and take Prague and Bratislava. However, recently not only the French guarantee the Czechs, but also Romania. Fortunately, the Romanians keep to their borders until my troops approach them. When I've defeated Czechoslovakia, I place my troops on the line of mountains on the north side of the finger of Czech land leading to Romania. The Romanians march their troops up the plains south of those mountains, and I attack and cut off their supply as far east as I can manage. After I defeat Romania, I finish off Nazi Germany. At this point, France may join the Allies. If so, fine. To conquer The Netherlands and Luxembourg, fighting the Allies was likely anyhow. Best to do it now before the US joins the alliance. If France doesn't join the Allies, I expect The Netherlands and/or Switzerland will anyway once I declare war on them. I haven't played through that scenario yet. Regardless, after my troops fighting Czechoslovakia, then Romania, are available, I've found it easy to march them south from Belgium and defeat France.
The hard part is invading Britain afterwards. I usually have to create a lot of shipyards and build a lot of ships and fighters just to get across the English Channel.
While I'm preparing to assault Britain, I defeat Luxembourg and Switzerland, who join the Allies I'm now at war with anyway. Defeating Switzerland is easy when attacking from France rather than from Germany.
My attack on England is usually along their southern coast. After the Brits commit their troops to block mine, and I can't force my way north any farther, I initiate a second invasion on England's northeast coast (again, that's England's coast, not Scotland's). To meet this threat, the English weaken their southern defense enough so that I can take London and march north. If for some reason they don't, my 2nd invasion forces will take Manchester and Liverpool and expand from there. I should say that one time I attacked England's northeast coast first, then southern England later. That worked fine too.
It should be at the latest 1940 by the time I defeat the British. I then do the whole disband-my-army thing so that The Netherlands refuses to give up Wilhelm II and I get Wilhelm III. Actually, I keep two or three of my best divisions, and the Dutch still refuse. Leading up to this, I build a couple dozen divisions, but don't assign where to deploy them, so that after the Netherlands refuses, I can plop them onto the map.
To avoid Canada guaranteeing the Dutch, and to avoid the Dutch joining an alliance initiated by the US called, of all things, the European Union, I attack them as soon as possible after they refuse to hand over Wilhelm II. In fact, one can justify war against them before they decide whether to give him to Germany or not. All they care about is the sum total of German troops. They ignore my war justification against them. So after they refuse to hand over Wilhelm II, I plop the divisions on their border, wait until their green moral bar is maxed, and roll over them. Take that for refusing to return my Kaiser (uh . . . which is what I wanted).
So that's all the Holy Roman Empire provinces except those in Italy, and the two in my puppet nation Bourbon France.
Soon after this is accomplished, Italy usually attacks either Greece or Yugoslavia. Either immediately or when the Italians have almost defeated one of these two countries, the defender will ask to join my alliance, i.e., my alliance with my puppets Bourbon France, Great Britain, and perhaps Romania. Because much of Italy's forces are not in Italy, I usually make good progress against them and don't call in my allies.
However, about the time Italy becomes aggressive, so does the Soviet Union. It gets a little scary when Soviet troops march into Poland. Depending on the timing, I may have to rush the deployment of a bunch of divisions and place them on the border with Poland and possibly the border of what used to be Lithuania until the USSR took it. I also build forts along those borders. However, I can usually defeat Italy quickly, so the scary part gets less scary.
While I'm fighting Italy, I build stuff in Bourbon France and launch a bunch of convoys to give them so I can Annex them and get Savoy and Alsace-Lorraine. When that and the peace conference with Italy is done, I can declare the Holy Roman Empire. It's 1941. I'm at peace, and unaligned Kaiserin Victoria sits on the throne. Success.
Of course, it's just a matter of time before the Soviet Union gets rowdy. They'll send a bunch of troops into Poland, of course. In my experience, war with them normally comes about a year later. the USSR is fairly strong by 1942, but I attack south from East Prussia and north from the eastern branch of what was Czechoslovakia, and trap a good number of Soviet troops. I've found it's best not to call in Britain, if possible. They want to set up a Democratic Russia. Even if I make Russia my puppet, they want to attack my other allies, e.g., Finland, The Baltic States I've restored, Romania. Then I have to either betray my allies, which I won't do, or go to war with Russia again. Good to avoid either of those potentialities.
As long as I haven't kept overseas colonies of England, France, or the Netherlands that Japan, or even the US (yes, it's happened) decides to attack, the Holy Roman Empire is restored, and I have peace.

@@Joaza998 Thank you. Unfortunately, this playthrough, when Britain surrendered in September of 1939, they didn't. They kept fighting, and the half dozen countries of the Allies kept fighting too. I expect it's because of another update to make things more difficult. It's becoming annoying.
After I defeated Britain, they moved their capital to Belfast, Northern Ireland. I took that, they moved it to Cairo, Egypt. After I defeated Canada and Italy, I took that. They moved it to Khartoum, Sudan. I was about to take that when the United States joined the allies in March of 1941. Then I quit the game.
Maybe it's something particular to the situation when I defeated Britain that made them keep fighting, and the Allies with them. I can only hope. Several times I loaded the game just before I beat them, and each time they kept fighting despite capitulating.

That was just a fluke, like the time Luxembourg surrendered, but I was still at war with her. In this most recent play-through, Britain surrendered, and the alliance known as The Allies was dissolved as happened every time before. I went on to establish the Holy Roman Empire in May of 1941, and I'm at peace with the world. At least, until the Soviet Union attacks me or nations in my alliance.
Also, using my technique, there's always things to do. No sitting around for months until the next national focus finishes.
@@edgreen2660 you only get a peace deal when all the majors capitulate, I’m guessing Raj became a major, happens quite often if you take the UK too late.
