Imagine a Melee weapon for Scout. It’s one of those rubber hands that stick to things.
Secondary Fire: Launches the hand out like a Whipshot. Sticks to Walls and Players, and drags the Scout to the Stuck target.
-90% Damage Penalty
Cannot Switch Weapons while Stuck

A good way to make this work is give it like -80% damage, +300% knockback, hit causes enemy to take 3x fall damage(including vertical damage)
Buildings can be slapped and take 5x fall damage, but take only +30% knock-back
