Dr Kaiser Bengali: We will have to revise our foreign and defense policies

  • Dr. Kaiser Bengali is one of the most prominent economists in Pakistan. He is widely known for his outspoken views. He says that the state of Pakistan has never been run for the people. It is a state for the elite. It is an unfair state. He was born in Surat and then his family moved to Calcutta. His family migrated to Pakistan in 1968.
    He says that we treated Balochistan as an economic colony. Our foreign policy has to undergo a paradigm shift.
    In an earlier interview, he said that Pakistan's economy was on a ventilator. The state is unable to pay salaries to its officers. Pakistan is an agricultural country but it has become a food-deficit country. He believes that Pakistan's foreign policy needs a paradigm shift. It should cut its non-combat defense spending by 80%. He is also critic of the China-Pakistan Economic Corridor (CEPEC). He does not agree with the popular Pakistani view that it is a game changer. He says that Pakistan will get 9% of the Gwadar Port revenue. China will get 91% of the revenue. Pakistan will bear all the expenses for security. He did his master's economics at Boston University. Subsequently, he earned his doctoral degree at Karachi University.
    His family is originally from Surat, which is located in the Indian state of Gujrat. His great-grandfather moved to Calcutta in a bullock cart caravan in the good old days. That's how his family members came to acquire the last name Bengali.
    He has taught and conducted research at prestigious institutions in Pakistan such as the Applied Economics Research Centre, University of Karachi, Shaheed Zulfikar Ali Bhutto Institute of Science and Technology, and was Managing Director of the Social Policy and Development Centre, Karachi.
    His areas of research interest include issues in planning and development and macro-economic and fiscal policies, particularly relating to inter-personal and inter-regional inequality, poverty, unemployment, and social justice, urban and regional planning, decentralization and local government and finance, education, and ethnic, sectarian and religious militancy and violence. His areas of expertise and experience include political management of planning and development, management of institutions, personnel and finance.
    He has also served in a number of government positions. Till recently, he was Consultant for Economic Affairs and Head of the Chief Minister’s Policy Reform Unit, Government of Balochistan. Earlier, he was Advisor to the Chief Minister of Sindh for Planning and Development. He was also the first head of the Benazir Income Support Program and designed the program. He was also Sindh’s representative on the 7th National Finance Commission, which gave a successful Award. He has now been nominated on the 8th NFC to represent Balochistan.
    His international teaching, research and consultancy experience includes work at the Institut Universitaire d’Etudes du Development, University of Geneva and the Institute of Development Studies, University of Sussex, UK, and with international organizations in Afghanistan, Saudi Arabia, Eritrea and Kenya.
    He has over 35 research publications in national and international journals and conferences and he is the author/editor of 8 books on subjects ranging from unemployment, inequality and poverty to education, water, gender, and regional development. He has regularly contributed articles on economic and political issues to newspapers and appears in TV talk shows.
    He has been politically active since his student days. Upon joining the University of Karachi in 1972, he co-founded the Pakistan Liberal Students, which ended the Islami Jamiat-e-Talaba’s decade and a half rule in the university’s Student Union elections in 1975. He has worked with trade unions for workers’ rights and co-founded the Pakistan Institute of Labor Education and Research. He has also been part of all campaigns for democracy, human rights, media freedom, women’s rights, and the rights of the under-privileged. He co-authored the Pakistan Peoples Party White Paper “How an Election was Stolen”, which documented the rigging of the 1990 general election.

    The city of birth of Mr. Bengali is a microsom of the Indian story.
    In 1998, the city (Surat) had to be nearly evacuated due to unhygienic conditions and a plague outbreak.
    Today road, airport, educational, port, industrial and entertainment infrastructure is world class in Surat. It's going to be a station on the Mumbai - Ahmedabad bullet train.

    What a joy to listen to a man, not just wise, but honest. He is the best man ever came out from the Indian subcontinent. It’s one of the great mysteries of this mankind that such a man found himself stranded in Jinnah’s failed experiment aka Pakistan. “Ideas have consequences.” A very bad idea of Pakistan has to result in evil consequences.

    I liked this guest. Talked sense. Of course, I am in disagreement for his over the cuff remark about Pakistan having controlled COVID better than India. COVID, where it spread, is something we will know about in the future. Right now we are happy it is mostly in control around the world. Jai Hind.

    I enjoyed listening to the views of Mr.Kaiser Bengali. His thoughts and analysis were quite balanced. I disagree with his off the cuff remarks related to mishandling of COVID in India. If he feels it was mishandled then he should have substantiated it with facts, figures and data.

    Kaiser towards the end says Pakistan is richer than India and has more resources on a per capita, per square kilometer and per square mile basis. Again, absolutely no hard factual data furnished to prove this claim. If this is the knowledge of a professor teaching for 40+ years, then no wonder Pakistan is in such shape.

      In 1990, India and Pakistan had almost identical per-capita GDPs, a little under US$370 per person. But by 2021, India’s had surged to $2,277, about 50% higher than Pakistan’s.
      Wow a prof doesn't know this. 😮

    I was in Costa Rica couple of years ago. It’s true that they don’t have military but they have large number of police. Every few hundred meters I saw police. In cities I saw at every 20-30 meters. Crime is high. Not a single house I saw which was not blocked by floor to ceiling iron grid covers. They have good tourism, some agriculture export. Being a tiny country they can manage. Nicaragua is drug infested drug mafia country.

    Covid spread only in those countries where foreign travel was frequent and in high volume. No one was traveling to Pakistan and even today hardly many travel. Some small countries never got covid bcoz hardly ppl travel there. So don’t confuse Pakistan management with lack of spread.

But you seem to have missed very important question from a learned economist and that is - what measures should Pakistan take to repay the mounting debts from China with huge rate of interest ? And what immediate measures should Pakistan take at this dwindling financial position to bring the economy on right track ? However your interaction was informative.

    Pakistan was made by the Ashrafs for the Ashrafs. The rest of the natives serve as host for supporting their parasitic lifestyle and medieval philosophies.
    Pakistan enabled the Ashrafs to regain control of the newly formed nation's revenue, bureaucracy, and discourse using religion as a cover. Their goals have been achieved. The non Ashrafiyas are paying through their nose for the lifestyles and megalomania of the Ashrafiyas similar to what the majority in India, i.e the Hindus faced at the hands of the Ashrafiya Muslims during their rule.
    Ask any Syed, Siddique, Farooqui or high caste Muslims of Pakistan and he will vouch that nothing is wrong with Pakistan. Surprisingly ask any Syed, Siddique or Farooqui in India and they will say that nothing is right in India even today. The orginal Punjabis, Sindhis, Baloch and Pashtuns needs to figuratively throw these Urdu speaking Ashrafiyas and their collaborators in to the Arabian sea without which Pakistanis will not be able to bring their nation back on tracks.

    @14:25 Why should Pakistanis compare the number of engineers rather than the number of tanks? Does the Quran speak about war and the military more or about education and engineers??
    Why doesn't Pakistanis manufactur any thing? Did the Quresh tribe manufacture or produce anything and export?
    The Quresh tribe made use of their geo strategic location of being in the Trade route and collected tax just like Pakistan did in the Afghan war, and in future using CPEC.
    All questions, problems, and solutions that Pakistan is facing now can be found in the Quran.

Kya kisi main fauz ko streamline karne ki himmat hai?. Do din main PTI deh gayi. Kya koi mullaon ko kaabu kar sakta hai? Kya koi jihadi camps ko ukhad sakta hai?
