Australia was still using the 'Cat' into the early 60s on violent and sexual offenders,i have actually held a prison cat in Victoria this bloke had one that was retired,the tails are about a metre long, with 3knots in each one and wooden handle with binding,the tails were sort of a cord, quite stiff because they used to soak it in brine,jayus it was a fearsome thing,50 would flay the hide off you!

Probably because Scotland Yard would have pulled out all the stops to catch the offender or they'd get someone. Then they'd have to be hung and you can bet they'd make sure that didn't go smoothly, slow strangulation. People didn't mess with authority in them days like that because the heat would be tremendous and the punishment brutal.
Not a very difficult thing to do flogging a man when he's tied up and can't defend himself. If the flogger had gone into the boxing ring with Eric it might have been a very different story.
