The audio is from Cincinatti Gardens, 1987, and Jon is not singing the high notes, because his voice was already damaged at this point of the Tour. He try at 03:29 but there's no chance to reach that note in his state. The video is from Nassau, at the last show in USA before the Donington show at England. in that show his voice got even worse :C
He does sing the "woah" parts on the key change but not the words in between
The "woah" sound is so much better on this version than the album version.
