But sir rule 8 also states that we should avoid succession of small alterations of course and or speed....and changing speed from 18 to 19 knots is a small alteration...I have doubt in this
When at sea engines full away we normally are not in position to vary speed too much. This variation of speed has the desired effect.
Sir...If a vsl is overtaking us from stbd quarter and we have another vsl on head on.
Can we alter to stbd as per rule 14.... as she is obliged to keep clear?? Please tell
This has been covered in one of my videos. Remember for Overtaking you are stand on vessel n rule 17 applies.

Sir but if i decrease or increase my speed by 1 knot, my action would not be readily apparent to the other vessel, which would be in contradiction to rule 8b. So am i complying with the rules?

Good day Sir! What if instead of going parallel, I plan to do a 360° turn? (taking into account that reducing speed and alteration of course cannot be done as you have said) Thank you Sir!
360 degrees turn is acceptable as per rules. The caution is that you loose orientation with other ships n draw back is speed comes down drastically. I would not recommend 360 degrees turn.

sir as you explained we can reduce speed by 1kt and pass her stern. since my speed is 17kts and her speed is 15knts and no where in the situation i am overtaking that veseel, so does it necessary that if my vessel having more speed than other is overtaking.(eg. any vessel behind me having more speed, in more than 22.5 degrees sector does it mean that she is overtaking.)

Because they deal with procedures to be followed when steering and sailing the ship. I don't know what the surveyor wants, but you need to give him logical answers.
Sir why we put notwithstanding word in rule 13.
