The mother falcon seems to be stealing chicks from other birds and feeding them to her own....not right.

I don't think it's a common practice for Merlin's to steal babies out of other birds nests. They hunt just fine without robbing nests. I'd be worried about a crow or an owl stealing the Merlin babies from their nest. OSH :-(
They're part of the food chain whether or not you like it.

I HATE Merlins! We currently have 2 pairs nesting with meters of our house. They are way up in tall trees and difficult (near impossible) to reach. They are constantly squawking, very aggressive to people (one dive bombed me just yesterday) and they are killing birds near non-stop. They make sitting outside unenjoyable and almost nerve racking (especially with your kids around). We can’t wait to get rid of them and hope they never come back.
"Difficult to reach" I sure hope you're not keen on going up and destroying an active bird nest. Not only would that be immoral, that would be illegal. It's a shame that they annoy you, since they're such beautiful and exciting birds and it's a privilege to be able to host them. We had Merlins next door and Cooper's Hawks in our yard and it was such a thrill. I got swooped a few times, but that was because I didn't respect their space and they saw me as as a threat to their nests. As long as you keep a respectful distance, they won't bother you. You may have no choice to get close sometimes, like for mowing the lawn, and some birds are more aggressive than others, but that's just too bad. As for killing birds, that's what they eat, and they have as much a right to make a living as any other creature. If you don't want them around, then there's nothing wrong with removing the nests when they're not using them (September to March). Merlins don't build nests, they use old crow or magpie ones, so it's not like they'll build a new one. But please don't destroy an active bird nest.
