The pilot picking up Frank had landed on a rooftop and gotten out. He was looking for Frank with his binoculars, I am guessing the Zombie slipped in the Helicopter then while he was out.

Jefferson Zhang they both survived as they're both in future games, with Frank being in DR4 and Isabella being in one of the DR2 games

@@eggy2572 The expansion to Dead Rising 2 Case West (or Case Zero I can't remember) was at the time of launch canon. I'm unaware of how canon it is now with 3 and 4. Off the Record is not canon.
