It's a question that's fully dependent on the speed at which you're driving at. At lower speeds, it will be more efficient to lower your windows. ❗️
At higher speeds, where drag increases exponentially, the drag created from having your windows down will have a higher impact on your efficiency, and thus it will be better to drive with the windows up and the A/C on. 🔱

Very bad to actually just hop in a hot car and turn on your ac. You need to first roll down the window to allow fresh air , when the hot air goes out then you can start the ac. It's for health reasons

here is quick answer...YES it does..and how ? because it rises the revs of your engine by about +200 on your engine rpm which is required to pull the compressor for proper operation..and its a VERY minor amount of additional gas used
