when i hit refresh, my storage data wasnt poping up. After going on my going on my phones meta quest app and enabling dev mode there, it seemed to work. not sure if you didnt cover that in the video or not

How did you get past the developer mode... they want prove of business with name and ID for the developer mode to be activated only then can the USB detect the meta quest device.

Do you have developer mode switched on...? And adb files installed and extracted properly? Took me a few hours but managed to get it sorted games now being loading onto quest 3 headset.
Also make sure you've got the vpn installed to allow program to open properly

it's a virus try to scan the file and you find 8 different viruses don't download it for any reason if you want games and viruses go ahead. I advise you not to download it
