The device is actually just a screen. You connect it to your computer and use it with any software you have installed (in my case it's Affinity Designer, but there's also free options like Krita or Gimp).
I think it's beginner friendly, but if you're completely new to digital art you could maybe get a smaller/screenless tablet first. It will be more than enough for the first steps and years of learning imo.
