In Genesis 8:11 it states that the dove brought back a fresh olive leaf, it doesn't say it was of a mature size, also remember 7 days afterward he sent dove out again and it didn't return so Noah removed the cover and saw the ground was dry! The ark was already at rest on the land before he sent out the raven even. In fact the tops of the mountains could be seen and he waited 40 days before sending the raven and another 7 before the dove the first time.
