These glorified policy enforcers and revenue collectors in fancy dress costume will literally make up any story in an attempt to justify their obnoxious behaviour. “A colleague has just told me… someone fitting your description has been in reception, distressed - had their dog seized…”. “A male fitting your description…”. If they really want to mess with you, they claim to have had a call from a member of the public about a “suicidal male”, and feign concerns about your welfare. I suspect that they do this for a variety of reasons. Firstly it ‘obviously’ makes the ordinary human being they are addressing feel uncomfortable. But it also paints them in a better light, as some sort guardians of public safety. Then there’s the time off they are allowed after dealing with such cases. However, given how dedicated all police officers are to their duties, how proud they are of their roles, and how diligently they discharge those duties and uphold their oaths of office, I’m sure at least the latter is a totally unfair characterisation. The report nonsense is really there to give the police their grounds for a search or whatever in advance. It also covers their arses later on if there's a complaint. I suspect the police just make them up half the time.

He suggested you’re trying to humiliate officers but he did that very well himself. Attempting to avoid humiliation they always switch to ‘we’re only having a conversation’ or ‘I’m only offering to help you’. You handled this dunce very well.
Across the western world there is an increasing disconnect between those who enforce laws and general citizens. This officer's approach is one of the reasons why. He approached with suspicion rather than inquiry. Then after getting a reasonable response (more than he was entitled to) he pushed and made accusatory statements - such turn your camera around and show your viewers your balaclava - he knew exactly what he was doing and why he was doing it. If he asked whether FTA had just been in to the front office about a seized dog from the jump, rather than if FTA was ok, it would have shown that his intent was kosher. As he approached with intent to interrogate he lost any chance of gaining respect. Disengaging as you did was a great move, as it showed that the consensual conversation had ended. Anything further approach after that was overstepping any reasonable mark (absent any actionable cause for further engagement).
Some officers use the terrorist search rubbish as a deterrent to auditors but it's actually has the opposite effect. I think this officer was thinking about using it, changed his mind.
Why? Because he's standing on a carpark filming? If the copper pissed off and minded his own business he wouldn't have had to interact with the bellend would he.
Should have given him more grief about the camera, they always side track when presented with their breaking of the law. Mention a complaint and retraining will do him good.

I think a good strategy in these situations is to ask the constable 'am I obliged to assist you with your investigation?' when they say no (which of course you are not) you just shut up and don't say another word, this ensures that you do not incriminate yourself, which is what they are after, if you are within the law any further action on their part will get them into trouble.
