the difference between birth rate and death rate is the natural increase, not the entire population. the correct answer (D) would be the sum of the natural increase AND the net migration as people are leaving and entering the country, therefore makes the numbers of the population fluctuate. that's why it's important to include the net migration.

So based on my understanding, since they don't have enough resources to support the demand of the nation's population, it would mean that there are too many people populating/living in that area(overpopulation). It couldn't be underpopulation because they wouldn't have an issue with resources. They would have more than enough resources and a few persons in that area to use them.
