it would be hella expencive this "short" is probably somewhere around 10 mil (might be off by a couple of mil though in either direction). And I'd bet the most expencive parts are the 2d animation and 2d vfx they used in the 3d animation.
Also when you make a movie you have to think a lot more about what story can carry a 100+ min movie + they'd probably have to decide if they wanna make it with a 2D art style or cgi. This short although made with a lot of passion and care, story wise is neither something very original nor very complicated.
It's an archetype of the lonely swordsman haunted by his past coming to terms with it, and to some extend you can't fault Riot on that since all their characters are achetypes.
That is not necessarily bad, but if you are gonna spend a full movie with a character you'd have to flesh them out a lot more. And the whole movie won't be able to look like this, you will have the climax which should look at its best but it's not like the whole movie can look as pretty as this or have nonestop fights. That would be to expensive.
So all in all not doing a movie actually allows them to have more creative freedom and to really condense a story into the highlights of it. In those 10 minuets almost every moment or every scene had it's place and was carefully put together. That's not gonna happen in a movie when you have to strech out the story. It would work great as comic though
