It was smart to take that drop from the sprinkler head for her 4th shot on #18 and get the rules official involved. However that particular rule is just plain wrong against the spirit of the game. In this particular case the lie was improved, the ball was able to be cleaned and the little obstruction there was by the tree was all but removed simply by taking a club length into the fairway. As the rule stands currently this is legal however imagine if she’d have been two feet back of where she was? There would have been no relief and hitting a 4th shot out of the rough. I agree with relief from the sprinkler head however this rule allows for moving the ball from the rough to the fairway which is flat out wrong and needs to be changed to “no closer to the hole without improving your lie” as that would match the spirit of the game and the intent of the rules. It we want to fix something that’s wrong in involving luck then free drop from sand filled or unfilled divots in the fairway would be appropriate to fix, but this rule as it exists needs to be corrected
