In case of a legal issue, the tenants have more rights than the home owners, and are also protected by law . 2. If you have a problematic tenant who won't pay his/her rent, it is nearly impossible to make them pay the rents and in most of the cases the court supports the tenant. 3. You cannot ask a tenant to vacate the house unless the home owner wants the house for his personal use (for his daughter/son/parents etc.,). The above mentioned points are the experiences shared by the home owners who run into debts because of problematic tenants. I think these reasons might also contribute to the low percentage of home ownership in Germany.

I don't necessarily mind buying something in a country like Romania or Hungary, but I have no _feel_ for the government (stability-wise), nor the people/culture. Since I have been living in Germany for a couple of years, I kinda get the culture and the people, and I would feel comfortable renting out my place to someone - I feel confident they'd pay on time and won't burn it down. Any thoughts on this?

Go to smaller cities in east Germany if you can. I am moving to an apartment in Halle in Sachsen-Anhalt. Currently live in Leipzig but the prices are going up like crazy. I found a 94square meter apartment in Halle for 480€ cold, 650€ warm near the city center. In Leipzig this apartment would cost 1000€ and that much if it was cheap.
The salary is also important. I work in Stuttgart and for me it’s worth it to buy more expensively because the salary is double compared to the East Germany and other costs are similar.

The salary isn't double. I have friends in Freiburg and München, most people don't earn double. they earn 20% more maybe.

I have some cash to buy a 3bedR 2bath home in Frankfurt yet I'm not sure if we should invest in properties, since we are not sure how long we will be here. So we ended up signing a 1yr rental contract. The title transfer fees/taxes is crazy here! In GA, USA (I came from), total closing cost will be between 2-8% or 9% at max. (The transfer tax is $1.00 per $1000; and Intangible tax (new loan) is $3 per $1000 )!

Most of them just missed the opportunity. I have a colleague who is software developer and her husband engineer with a very high salary. They are in their 50s and houses and apartments were really cheap 10-20 years ago but they just missed it. Now nobody gives them any credit because they are too old. 😢 I notice people coming from Eastern Europe with crappy jobs and they buy in Germany, so the affordability is not that bad.

The creation of housing programs funded by the state. The economic reconstruction and recovery of Germany. These and many other factors have contributed to a housing structure that promotes low home ownership.
I bought two apartments two months ago but the interest rates were lower (1,4 - 1,9%) and they will raise further so if you have a good opportunity buy now
