Deliberation is essentially the marketplace of ideas in action.
And it can work, even at a large scale, as people tend to sort themselves into areas of interest or where there are problems.
An unspoken aspect of this federalism; the so-called laboratories of democracy, where there are multiple paths in policy and locals can affect changes to local conditions.
