I am having trouble with using the prepositional case. such as in the phrase Оля в белой блузке и чёрных брюках. how do I know to the ending ке or ых/ах is it based on the gender of the subject or the noun?
Alex, no, you cannot say "новее платье", this is incorrect. Each adjective can only have ONE ending variation for each gender. For the word "new" it is "новОЕ". This is a spelling rule, but I don't see any need to worry about it at the beginner's stage of learning. As I said, most of the adjectives will end in ый, ая, ое. If not, you will need to memorize that particular adjective.
