For the tentacles are they supposed to go through both stitches or just the outside stitch?

The part that show how to make tentacles its a bit difficult to follow . Some extra explanations will be helpful. I made the ch1 then 4dc goes where? In the same stitch, in the next one? 🥲

It looks like she did 4 double crotchets, a chain 1 and then a slip stitch all in the same stitch and then slip stitch in the next one. Repeat that 8 times and you should get 8 tentacles.
