    So, you want to become a U.S. state. Well, here’s what you do.
    First, do the people who live within your boundaries actually want to join the United States? If the majority actually do, usually its best that you have referendum to prove it, and then you can proceed.
    Now, here’s where it gets a bit tricky. According to Article 4, Section 3 of the U.S. Constitution, Congress can admit you as a state. You’ll need to petition to Congress, who would then need to create a bill called an “enabling act” and then vote on it. So you’ll have to convince the majority of Congress and the President that you becoming a state is not only good for your people, but also good for the United States as a whole. Also, you’ll need to make sure you have a form of government and constitution that is in compliance with the U.S. Constitution. In other words, if you’re communist, it’s not looking so good for you, buddy.
    They may not want you. For example, if you have a lot of poverty within your boundaries, they would have to pay more for social programs to assist your citizens. Or if you joining might hurt their power and influence in government, they sadly may not want you either. If a majority of both houses of Congress do vote for you to join, and if the President also approves, congratulations...you’re in. If the President vetoes, then Congress can override his veto with a supermajority vote, or ⅔ of both houses of Congress saying yes.
    Some say that a supermajority is needed anyway since the United States doesn’t seem that eager to add new states currently.
    So good luck, buddy. You’re going to need it. Many have tried and many of failed. Ever heard of the states of Franklin, Jefferson, Superior, Absaroka, or Transylvania? No, you haven’t. Because they’re not states, but they really wanted to be. Shoot, Puerto Rico has been trying to become a state for decades, and even though the majority of its citizens want to join the United States, it doesn’t appear they are going to be joining any time soon.
    But I believe in you. Go for it.

      The reason DC isn’t a state is the same reason the Vatican is an independent country: it’s done that way so no local power can manipulate them.

      If they become a state Maryland can reposses the section of people's land because it will no longer be used for government and I'm sure Maryland will be happy to get those extra tax dollars.

    honestly we should either let Puerto Rico become a state or give them independence. cause you know that old saying "taxation without representation..." and who cares which way they lean, whether they lean left or right, i would still support them, same for DC.

      They arnt taxed on income by the Federal Government, which is the only tax in the constitution, thus they are neither representative or Taxed. But in any case, Independence also comes with a perk of being bankrupt and soon-to-be Haiti status, while statehood means the rest of the state drowing in payments. So no matter what they choose, they will either have to live as a cookie-cutter developing nation or cookie-cutter low end of the Mississippi state.

      Taxation without representation? Most Puerto Ricans are not required to pay the federal income tax, and for purposes of the federal estate tax, they are treated as nonresident aliens, subject to tax only on their assets situate in the United States (which, for this purpose, does not include Puerto Rico). Yet, they are entitled to welfare and other benefits from the United States. I think the Commonwealth status is a pretty good deal for them. If they are not happy, I wold favor cutting them loose, and seeing if they can survive without us.

      Vtron The Puerto Rican economy is in shambles and the country suffers from population decline, corruption, widespread poverty along with massive public debt which the (US has been forced to help it pay off as the country went bankrupt). An independent Puerto Rico would be another Venezuela scale disaster for the people residing there. However, I too support Puerto Rican independence as the US government won’t have to waste tax dollars on that money pit.

      Vtron Socialism doesn’t work, look at the collapse of the Soviet Union, The totalitarian regime of the DPRK, The humanitarian crisis in Venezuela and China’s abandonment of its planned economy for a more capitalistic mixed economy. I’m not going to tell you capitalism is perfect, however what I will say at least capitalist nations with competent governing regimes, (key word competent), do experience far more prosperity than Socialist States in the and past and present day. Some examples include, Japan, South Korea, Australia, Germany ect.

      1. The Soviet Union collapsed due to its market reforms and de-stalinization and tolerance for the west. The 90s were a terrible decade for them.
      2. The DPRK was a great country to live in until the 90s (due to the collapse of the USSR). It’s economy back in the day was bigger than south Korea’s.
      3. Venezuela’s private sector is around 70% of its economy. Venezuela is more like an economic colony of the US just like the Congo due to all the oil there.
      4. China’s private ownership and market sectors are dwarfed by its state sector and state run enterprises. It is practically exploiting capitalism all the while exercising public programs like land-leasing and rural poverty alleviation, all under the leadership of the CCP. The government of China is the most trusted in the world at around 84% approval rating (only three countries exceed 50% which are China India and turkey). I am sure that China will follow through with its system of socialism with Chinese characteristics and limited markets.

    In the case of Puerto Rico, it is 100% up to Congress.
    Simple majority vote would make PR a State.
    No referendum needed in PR according to the Territorial Clause in the US Constitution.

    The argument why we don't see the states mentioned deal directly with Clause I of Section 3 of Article IV. Basically you can't create a state within the boundaries of other existing states.
    One of the possible reasons Puerto Rico has not moved forward on this issue could be because we hold "Plebiscites", nonbinding, as opposed to "Referendum", binding.
    As I understand it there are three basic elements needed to "Solicit" statehood.
    1. A Federally backed referendum.
    This means the the local electoral commission along with a congressional voting commission setup the Referendum.
    It has to be "Federally" backed.
    2. Articles of Incorporation
    As Puerto Rico, Guam, etc. are unincorporated territories. Which means they, at the moment of acquisition by the U.S., were not seen, at the time, for being incorporated to and as part of the Union.
    See: Insular Cases, below.
    3. Supermajority
    This is what everyone talks about, but are very careful to never name.
    This would be the majority, in a percentage (%), an actual number, needed to be considered the will of the people.
    Case in point: The hawaiian people, many who abstained from voting for statehood, yet statehood was approved.
    Noteworthy is to know that there is an active independence movement (good luck with that). However small, it exist. Which means that if the electoral committee would have taken note, they would have had to have held another round of voting for said statehood.
    Now, with all the boxes checked you can then go and "Solicit" statehood from Congress.
    Again, as stated in the video, you can "solicit", but there is no guarantee of acceptance.
    It is also worthy to note that under Article IV, Section 3, Clause 2 (paragraph 2), also known as the "Territorial Clause", the U.S. can dispose of their property as they see fit "Without Prejudice".
    Case in Point: The U.S. Virgin Islands was acquired by Denmark; lock, stock and barrel.
    Make no mistake, this is the state-of-affairs, as is.
    And finally as a point of curiosity.
    Any State not part of the 48 contiguous states is considered "Overseas"!
    Yes, that includes Hawaii and Alaska.

    You left out that no existing state can have it's territory altered without it's permission. That's why those other states failed.

    One thing that is important to know is that you don’t have to be a US territory to become a state (like when Texas became a state) the 50 states are not exactly owned by the US government, only the territories and Washington DC are. The 50 states have their own constitutions, laws, and representatives/senators that they send to DC. They can’t print their own currency, have their own military (although they can have state/local police and swat teams) negotiate foreign trade deals, or participate in foreign relations.

    Interesting tangent: Along with 2 senators, each state also gets new Congressmen. Alaska and Hawaii in 1959 only rated 1 each. The House of Representatives had been capped at 435 since the 1920s. There wasn't a lot of enthusiasm to change that. But for a short period until the 1962 elections, when the 1960 census totals had reallocated the seats in the house, we actually had 437 Representatives. It's kind of dumb actually that they didn't keep at least that # going forward. It meant that 2 states in 1962 lost a seat they wouldn't have lost if Alaska and Hawaii had stayed out.
    If Puerto Rico became a state I believe they would rate 3 new Congressmen. (Its about 1 for every 700,000 people right now). What would happen at that next census after that?

    Puerto Rico is a U.S. territory with Commonwealth status whose residents are U.S. citizens by birth since 1917.
    Puerto Rican soldiers have fought in every major U.S. military conflict during the past century.
    About 84,000 people moved from Puerto Rico to the United States in 2014.
    On average, 230 people left per day -- enough to fill two daily flights out of the island.
    The result is the highest net migration recorded in the past decade.
    What I am trying to tell you guys is or we are granted statehood or we will continue to move to the U.S.A. looking for a brighter future it is our right as US citizen's.

      Think a more appropiate response would be; Grant us statehood, or we'll just be force to leave. Which sends a very sinister message to every state in the union; "Be economically stable or get the fuck out of our union". After all, the 13 Colonies NEVER wanted independence, actually the wanted a to be part of "the union" that was the English Crown. The Crown remain adamant, and american indepence was the only way. If the US doesn't take a more hand on approach, we will have to consider other options

      You should visit Puerto Rico. It doesn't look anything like Colombia. It's actually a copy paste of the US. With some highlights of the Spanish colonial era.

    Common misconception is that Puerto Rico wants statehood, I live in there so I know. There's only been 1 valid referedum in 2012 (the one in 2017 was less than 25% ) and when you count the electors is actually s less than 50% . What we do want is change, because the current status quo is not a viable action. Most people are afraid to completely lose our culture in a statehood form, some are worry of losing economic aid in an indepence presences & others think a form of association, such as the one that other countries have, would be ideal but whatever the choice would be, it's better than whatever we have at this moment. Maybe more freedom in terms of law, because in a state if we'd have to pay federal income tax that would devastate most of the population which 49% lives under absolute poverty. Definitely something that requires a lot more dicussion in PR, but saying that "Most" want statehood is just false, we just want whatever allow us to have more independence in terms of law making & if statehood allows this, so be it.

      Thanks for that assement. My understanding though, is that some 75% are too poor to qualify for fed. Income taxes (except for FICA taxes which you already pay). Also there would be about $10 billion in federal taxes leaving PR but also $10 billion more in Medicaid/Medicare coming in. I could be wrong, though, but I think I read that somewhere.

      Puerto Rican Law doesn’t require a quorum for an election to be Valid.

      @@javierdelvalle4624 That may be true, but higher turns outs translate into higher political capital. The US congress understand this, and have applied this doctrine into their foreign policy. Quite simply, any election that does not muster sufficient turnout will be contested. In PR, no one, not even the statehood party, considered the 2017 vote as a winning one. The 2020 one was more valid but too close to move the needle toward one side or the other. It was non binding as well.

    Well PR is very poor and curupt so that would be a major reason it isn't a state. Sure they can join the EU if they really wanna give up individual liberty and sovereignty.

    Cannot make a state within a state or already established states even if there in the middle of no where or are on federally contested lands that are underdeveloped or protected by law Puerto Rico should become a state and its 200 mile EEC for good measure you know ? Another suggestion Tazmania J/S through it out there

    There is a great misconception that Puerto Rico would undoubtedly be a democratic if allowed to join the union. Nothing could be further from the truth. In reality the only portions that would be democratic are the area's in and around the capital of San Juan. The rest of the island however is majority comprised of people who associate in great respects to conservative idea's and leanings and although Puerto Rico may be manipulated in the beginning to vote Democratic, eventually they'd learn the differences when they see Democrats for what they really are and vote according to their core beliefs.

    I think a new state like New California is way more realistic than Puerto Rico becoming a state. Look at the stupidly absurd amount of poverty there. Regardless if one believes if its their fault or the US's fault, there is no way congress would approve adding Puerto Rico unless it would favor a party's voting base, and even then that could be a reckless move.

      But that would never happen with the current political climate. A more feasible option would be to grant Puerto Rico statehood, and split either California or Illinois in two.
