It's a good overall engage, escape ability. Quantum Entanglement -> kinetic pulse combo with Headshot Booster is usually enough to kill every opponent. Also dynamo has the best cc ult in the game. Mcginnis to c- or d-tier because she is unfunny to play and unfunny to play against. She is strong in early game making farming a pain in the ass for the enemy, but because of her lack of mobility, its almost impossible to clear kills in teamfights because she relies too much in her turrets, and it takes too much time to place turrets in heat of the battle, even you have echo shard. enemies can easilly just move away from the turrets. Only thing she is good at is pushing lanes. Her ult is also very situational, relying too much on your teams cc to get any use out of it I also have never had any problem with seven
Tier lists should assume the player is excellent and can take full advantage of the heroes kit, imo. You shouldn't demote a hero because some bad players wont be able to use them.
Most tier lists I've seen for any game are usually for new, casual, returning, and standard players, so they have a general idea of the game. If you are already an excellent and experienced player that's actively keeping up with the game, do you really need to watch tier list videos outside of throwing shade? I imagine most would already be aware of win rates, where characters stand, and test them, or not even care if they're cracked and can make low tier characters work. It would've been good though to state at the start of the video this is a new player or casual list to avoid that, but he did mention what characters in his opinion would tier up with higher skill.
Vindicta really is just a worse grey talon , the problem is that her ult shares "Only" spirit damage and the entire game you invest essentially in a glass cannon build for mediocre results. She has to be build 50 spirit / 50 bullet but falls flat due to the insane investment required to even get on a even ground with other heroes in the same category dps wise .. I think she is horrible.
contextually, haze should be lower based on your own stipulations - her win wr isn’t that good & has to play around her team all mid/late game. & Kelvin is absolutely busted in mediocre hands regardless what the stats say

Abram’s in anything but S is insane. That guy literally takes zero skill and will demolish everything in the game. Massively over-tuned.

Abrams is completely reliant on having bad enemies. Over time his relevance should fade.

He gets lost in the end game, lack of range really effects hits contribution and things get difficult once everyone is fed and ability dumping on him

His ult is his weak link it’s awful but his other abilities are excellent, build around his 3
