Westminster didnt. The public voted against it. The 2011 referendum voted thus....Against 67.9% For 32.1% So you can see PR (AV) was overwhelmingly rejected. Democracy !

Nick Clegg's price was a referendum on PR.(AV) Cameron agreed. So in 2011 we had a referendum on changing the voting system. (it was only for Westminster) The public were not bothered, as the turnout was only 42%
