This guy sounds like he's make a great type of devil in D&D. A like a devil, he's totally lawful evil, enjoys tormenting others, and enjoys tricking others into thinking they need him in spite of the costs. Proving to be very useful, but very costly. Is having access to the shortcuts he can provide worth your soul, or your life, or those of others? No. But he won't let you know that.
Boring in my definition, means lacking the power to provoke any other emotion. I guess being bored by unethical experiments on humans is better than enjoying it, but it still shows a great lack of empathy. Imagine if this SCP showed up to your wedding while cousin Johnny was there. Complete and utter madness would await.

There's no mention of scars or patchwork, only that once animated the overall appearance (intended to beautiful) is horrifying. There's also nothing of the kind in the early drawings of the character.
