You're not bracketing it right. It's not "[The amount of views there] [is can be considered a crime]", it's "[The amount of views there is] [can be considered a crime]". As in "There is the amount of views" vs. "...the amount of views there is." I guess what I'm trying to say is they meant "there is" as a verb phrase, not "there" as a pronoun followed by two verbs "is" and "can be considered". At least, that's how I'm getting it.
