Thx for enlightening me .Here is what I've learned:
Main diff is that ,"important for someone " means the society think it's "maybe" important to someone,while "important to someone" means it's "actually" important to someone.
for example:
Learnig english is important for children ,and they'll finally find it's really important to themself in the furtue .
Explaination about this:
"Learning english is important for children " means someone else think it's important;
"it's really important to themself " means the children themself value the importance of learning english. Notice the subject is totally different between the 2 sentences.
Another example:
Senior English is too difficult for children under 5 .
In contrast,it's not difficult to me ,and david says it's not diffcult to him either.
More diff:
"adj. for someone to do sth" is a correct phrase,while "adj. to someone to do sth" is not.

It's important to me and for me learning good English- :)
Hı... I am learning another language an the answer was the simplistic form of "This duty is important to me." "ME" finishing the statement & not mid sentence "important to me and why or because..."
But the explicitly correct translation of the foreign language was "this duty ıs important FOR ME"... which got me confused why they used "to me" ın the English answer.
The subject was politics and government... so the duty ı guess meant specially to the public.
If there was an additional explanation as to why the duty was important and the statement was mid sentence .. the video made sense.
But as the statement is at the end... in the end I agreed with the course moderator that "to me" was the best translation here is why...
I saw "This duty is very important to me" as being of an inner belief and personal understanding that the duty is important.
I saw "This duty is very important for me" as being for oneself and selfish, as the duty would improve my personal stature. So the opposite of the vıdeo..

Good explanation, I think there is further nuance though. "Important to me" describes personal values, "important for me" is a comment on functionality. It's important for me to take my medication every day. It's important to me that I go to church on Sundays.
Music is important to me. Music is important for me. It's value versus function.
Is there a more general rule that, perhaps, is related to "for" vs "to" in a construction like "It is adj for/to smb/smt"?

In portuguese "por" is used as in "for" in english?
In some cases, yes, Josue. If we take:
"For example" in english, is:
"Por exemplo" in portuguese.
"I'll do anything for her" in english, is:
"Eu farei qualquer coisa por ela" in portuguese.
In other cases, we use "for" as "pelo" in portuguese.
"For the love of god" in english, is:
"Pelo amor de deus" in portuguese.
