The problem with fire alarms these days is they get accidentally triggered for so many reasons and 99% of the time there is no fire - which means instead of reacting as if there is an emergency, people just shrug it off and assume it is nothing.
That's because the only indication of a fire, is 4 random lights that only get noticed because a hitter said it's distracting. If there was smoke somewhere, or a screaching sound, or anything else loud enough, I can guarantee you everyone would be trying to get out ASAP. It's just how humans work.
Usually with big public buildings like this it's not unheard of to not order an evacuation unless the threat is real, prevents from forcing mass crowds to leave unless necessary
That takes time and if say a smoke or heat detector set it off, even if the alarm was false, if they're still in alarm they'll keep putting the system back into alarm and often semi older systems have what's called "audible silence" which means the horns stop but the strobes will continue to flash, and I'm not aware of any simple way to turn those off if the system can't be reset.

I thought I might’ve heard the Simplex chime tone that usually goes off before an audible message, but the message couldn’t be heard clearly. Of course, I don’t think this tells us what model the alarm panel itself is.
It probably went off either due to dust, (due to it being an outdoor stadium), a cooking accident at a food stand that released smoke, or someone initiating a false alarm by pulling it manually.
No if there was really a fire they needed to get everyone out and contain it just because a fire alarm is going off don't take any chances better safe then sorry
It’s interesting. I mean the game is already outside so unless the fire spreads to the outside it should not be that serious. I would think they would evacuate the indoor portion of the building if that’s where the fire is. With thousands of fans I’m not sure if evacuating them all is worth it.

It's kind of surprising that there's only remote strobes. Most stadiums, such as the Scotiabank Saddledome, have audible alarms.
They probably did have horns but they were either silenced or the crowd mic couldn't pick them up
