Excellent video. Nice spread of various meter forms and enclosures. At my Electric company we have everything in a small room, nice portable trailer setup. Also we don't work on energized 277/480 v self contained meter enclosures.
Nice video. Would love to see a video about electromechanical meter failures: what to look for in terms of under-reporting AND over-reporting actual usage. There are still a lot of ABB analog meters out there, some may still be working within specs, but some might not. Curious about how faulty analogs might be quickly detected in the field.

Does a Meter always have to be outside the Building what about Smart meters..Or can they be installed in closed areas such as garage or washrooms ? Ect..
Its typically best for a meter to be outside, even smart meters. Or at least easily accessible to the meter readers. Reason being, there are times when a meter tech could use a read from the meter face. And while the reader is there, he/she can visually check the condition and security of the meter; i.e. tags, ice building up, or damage to the meter.
since this is the point where the main electrical service wires go into the home, in case of an emergency electrical hazard the utility workers need to have ready access to it. ie to cut electrical services into the home. Per NEC code it must be readily accessible. if it's inside your garage and nobody is at home, just imagine.
