I love the way fines work in Finland! With more of a fixed cost it's not a fine so much as it is the cost to do whatever illegal thing you're referring to.
Coming from Sweden, which also has "day fine", this is only used for more serious offenses. If you park in the wrong place (or don't pay the correct amount for parking) or go a bit over the speed limit, you still get a fixed amount fine. But if you end up in court, because you were going seriously over the speed limit (e.g. double the speed limit), then you may well get "day fines", and this is related to your income as described.

In cases you have no income while getting a day-fine the minimum day-fine sum can not be less than the normal traffic fines. The day-fines are in my understanding in general calculated/checked from income tax and by what you tell the police. The income taxes are public information in Finland.

Salary based fines are a thing in the UK too. Only if your driving offence lands you in court. Roadside/speed camera fines are still fixed.
