What does "transfer side" mean for a toilet?

I am only seeing this now. When it comes to a stroke patient where one side is totally disabled it is vital that transfer is at both sides. All bathrooms that I have been to are only useful if your left side has been affected by stroke.
Thanks for this! Curious architect here, in an ideal situation, would it be better to design a universal washroom with a Type 'A' (both sides lateral transfer layout, with a hinge-down grab bar on both sides of the toilet) , or a Type 'B' (one side lateral transfer, with wall-mounted grab bars on the side and back walls, and one hinge-down grab bar on the transfer side)?
There is only enough room in this old building that we're renovating for one Universal Washroom, so I'd like to get it right.
