Also just to refresh ur memory a bit. Shanks is an emperor of the sea. he is definitely not in whitebeard’s crew but has one of the most infamous pirate crew himself. They are acquainted with each other because back in the day when shanks was still part of roger’s crew they fought each other alot, as was said in episode 316 :)

Admirals are still some of the highest authority in the marines. The fact that he stood by and did nothing, and he ordered Saul to massacre people at Ohara without questioning why the WG gave the order says how much of piece of shit human he is
