Remember, the neck ties worn by the Union members serve as Universal Translators for all languages. That's why Fuko put hers around the neck of the boy so that he could understand what the others were saying. Seing as how Unrepair knows alot about the Union he would probably be familiar with their uniform and the different things that they can do which is why he spoke to Andy and Fuko so casually since he's probably assuming they can understand him automatically. That's just my take on it.
The tie that Fuuko gave Chikara is the reason why he can understand negators, they don't speak the language, they are able to understand them no matter the language, the union can understand each other due to the tie, that's why negators outside the union are not able to do so, example, Feng only speaks chinese, and unrepair had to speak in chinese last chapter.
Yes negators are unaffected by world changes. that was explained last episode with the whole galaxy thing. every single person with power is called a negator. so they are unaffected by the rules. so now the whole world speaks english except the negators who still speak their native language. so they stick out like a sore thumb now. not every negator is japanese btw. Shen is chinese for example. so even negators will have trouble communicating with each other. Also Fuko and Andy are wearing special ties that auto translate so they understand and others understand them. and they put a tie on the unmove kid so he could understand everyone now.
Somebody forgot what happend last episode AND forgot what kind of tech the Union has
Yeah the language thing is kinda confusing, Unrepair and gang all speaking in English (except the martial artist hooded guy) , we're hearing Japanese cause it is for the viewer benefit but they're not actually speaking Japanese in the canon story.
Also Unmove got a few dialogue that is supposed to be in Japanese but it's actually not (i think they reversed the sound), it's just meaningless sound, just to differentiate Japanese for the viewer and Japanese in the story world. Confusing for non-Japanese speaker i know lol
And the red union necktie translate all language to whatever is needed so we can rest easy after they got it on.

Actually negators still get affected by the world changing they just remember that it did change and they don't automatically get all the new knowledge.

Yeah, negators can still speak in their native languages, some know Chinese.. others Japanese.. and so on

I think it's more of David Production issue rather than the series. I watched a few of their shows too and it's like that
