Well, K. Rool already had his own ship, the Gangplank Galleon, in the first game (which is of course DKC2's first world). That was fairly pirate-esque. Maybe Rare simply got the idea from that. As for Baron K. Roolenstein in DKC3... I couldn't really say where that idea might have originated from.
I think it’s better to have varying enemies that never come back, like the Tikis or the Snowmads, I stead of a reoccurring villain. Allows for the developers to implement more creative and unique ideas into their games.

I never understood why he never became one of the bosses on snes. Usually I look at dkc2 as an update style. Kinda like final fight. Snes poison and roxxie weren't in snes but in the arcade version. They were replaced by Billy and sid and one of the bosses were not in the snes but in the arcade and some console versions.
I noticed every boss in dkc2 has you throw something on the boss to damage it instead of jumping on it. In dkc1 only two bosses had you throw something on it

The suspense of entering the stage expecting to fight a boss, being caught off guard at seeing DK finally within reach, only to then be denied his rescue and seeing K.Rool escape... it all served to fuel players to go after the s.o.b even more and hype up the eventual fight against him. I think the absence of a boss fight at the castle was intentional but with the remake, Kerozene was one of the ways the devs chose to put in extra content.
