Most of it because they don’t want to spend the money optimising it and taking out unnecessary code etc, warzone maps aren’t even detailed enough to take up 50-60gb worth of storage and even if they added 50-60 new guns in the update that would take up nowhere near 10gb, look at rdr2 that game only what 80gb and the maps 10x more detailed cod just cuts corners on everything and tries sucking money out of you with new skins or camos

PSA EVERYONE: when a game has an update, not all of that data is added to the game. For example, steam visibly states when it's adding data, or patching it. Patching is when content or data is replaced with more advanced or newer data. So Cod probably isn't going to become 240 gigs, it'll probably be 250 at most.
You’re correct from a pc stand point. PC will override some information like you said, but console doesn’t do that. Thats why updates on pc are usually smaller than console
