This is filmed in the Dorchester Hotel in London. Mrs Margaret Slee is the President of America Planned Parenthood Federation, interviewed by Pathe's John Parsons.
Although this clip is cut short, Mrs. Slee's proposition was actually that there were no more babies in developing countries for the next ten years.

But in that time, I noticed that people could advance in life, could progress. Nowadays, there are 8.5 million people, still there are hardly jobs for young people. People who have jobs earn almost just not to die. And what I see is that the people who advance in life in this country, are politicians and people who are in cahoots with politicians in corruption deals and are passing laws to make legals their swindles. The bottom line is the new babiea are not the problem in my country, is the corruption, the continued steal that is made to the people through this tool for that purpose that the government has become. This the best world anyone could imagine, if we want it to be. But humanity is a construct, underground what governs are the same totalitarian laws of nature, with all the depravity.

A savy 1940s way of saying it anyway....if you watch the interview in its entirety, which can be found on some sites, its apparent Mrs. Sanger was getting irritated at the interviewer's direct questions that she really wanted to be careful about answering, like the post-war situation of Europe, which was still food-scarce and barely digging out of its war-torn state. The population needed to be replenished in many people's minds. Some were of course against that (eugenicists mostly).

I was born during the post war baby boom, and suffered as a result. Overcrowded schools, lack of employment for young people because there were too many of us chasing too few jobs. Now we're told that there might not be enough money for our state pensions , and the health care system won't be able to cope with the number of old people. Our parents generation have left us in a right mess by over breeding.
