I don't exactly understand why they'd make sawed off shotguns illegal, but let handguns such as Pistols and Revolvers be legal. All of them are easy to conceal, and handguns are way easier than shortened long barrel firearms to smuggle. In fact, some pistols and revolvers could do more damage in a short amount of time when compared to a traditional shotgun.
It's interesting that you say that because handguns were originally listed in the 1934 NFA and their intention was to restrict them just the same. They just never thought they would be able to do that and not have the whole thing struck down in court. Your logic is right in point. The 1934 NFA that restricts these types of weapons is ridiculous. Not only because it doesn't make sense. But, because the reality is that criminals, by definition, won't follow these laws anyway. They need to understand that they can't legislate against evil. Hopefully one day they will understand that and stop blaming firearms.

If you end up in a situation where you have to defend yourself, your family, your home, etc I would imagine one would do so with whatever item they can use or choose to use. On a federal level yes. To have a shotgun barrel less than 18" you need to either submit a form 1 if you're going to make it yourself/chop the barrel or a form 4 if you're going to purchase it from a dealer. Oohhhhh yeeeaaahhh!! I've clapped targets at about 50 yards w slugs out of that thing. It's pretty crazy it stabilizes them well.
