Aren't these soldiers being watched on CCTV, they need to be told not to let the tourists inside the box, otherwise what was the point of it being there.
People have such little understanding on what the Kings guards are able to do. Because these on duty soldiers have been given strict instructions from their commanding officer about protocol while on duty they can only ask the public to MOVE, any other interaction with the public can result in a 200 pound fine so some soldiers prefer to say nothing. Look it up people.The side walk is London city property.The Horse Guards MOD only owns the property 12 inches (1 foot) from the box foundation bricks.The horse standing outside the box full length is on city property. So dont get mad that they are not acting like complete loons to make you happy.Shouting all day at people on city property is not the goal or the responsibility of Horse Guards.
These are military, they are not Disney on display, whether active or inactive they are on duty. If people have issues with horses road apples and all other things unpleasant to them, then maybe it would proper for them to stay away. As they are Military not amusement for foreigner.

Sadly, these idiots breaking the rules will cause even MORE stringent measures to be put in place! I would not be surprised if some type of temporary/movable barrier is placed on top of the white line;( something like what is around the non-Horse guards in the back).

The Guards are there to protect the establishment, NOT the white lined horse parameter.
