The bend modifier always gets created on the Y axis, and it doesn't rotate itself; but, you can rotate or move the modifier by selecting the Bend1Handle in the outliner and then rotate or move it as normal with "W" or "E".

can I delete the deformer and keep its effect?
yes, if you select "delete all by type"
delete history
