Namely, we are talking about Big Smoke's big plan that he had in mind after "The Green Sabre" mission. This thread is pretty much omitted by most of the players since we don't hear about it in the story - well, apart from the final mission in the game. Nevertheless, many players believe that Big Smoke and Tenpenny are working together throughout the whole storyline, but that's not true. There are various reasons and hints suggesting that their cooperation ended quite fast, especially when Smoke began gathering other gangs under one banner.
