God said, "I will have mercy on whom I will have mercy, and I will have compassion on whom I will have compassion." [Exodus 33:19]
Because God is the Maker, and Creator, and sustainer of all things, He has a right to do as He pleases with all of His creation.
God's absolute supremacy and unlimited sovereignty naturally flow from His omnipotence, and even if it were not true, then the superlative excellence of the divine character would entitle Him to absolute dominion."
