Theatrical runs are where 90% of a films profits are made, so releasing them straight to VHS typically made no sense, unless the film was already written off, or had an extremely low budget. “Straight to Home video” became a stigmatized label associated with extremely poor content or typically cheesy shoes-string budget films (this is part of why movies released on streaming platforms had such a great stigma against them for award considerations until basically the last year or so). He’s basically saying Leno’s film was so bad, it didn’t even qualify for the bottom of the barrel “straight to home video” release.

The show ended because Seinfeld didn't want to do it anymore and when it finished, it was still #1. Any good interviewer would have done basic research or had their staff research the show because that's some seriously baseline information about the show.
